Course contents:

Wapikoni mobile is a nonprofit organization based in Montreal dedicated to the creative development of Inuit and Indians in Canada. Thanks to this organization, Indian and Inuit youths have the opportunity to realize a range of documentary films. Some of the documents are artistic and others record Indian or Inuit culture, customs, traditions.

Traveling studios equipped with the latest digital technologies visit remote communities to hear the voices of thousands of Aboriginal youth through film and music. In addition to contributing to the development of a new generation of filmmakers, the Wapikoni workshops help build self-esteem, resilience and skills for participants who gain confidence in their abilities and in the future.

On the occasion of this year's Canada Days festival in Prague (8-10 November), we were able to arrange a visit by Wapikoni Mobile’s (a nonprofit organization) representative Lucille Veilleux, Ms. Veilleux will be accompanied by a young Inuit activist who has participated in the implementation of several Wapikoni Mobile works created by aboriginal youth in the field using mobile studios.

A law graduate from Laval University in 1978 and a member of the Québec Bar in 1979, Lucille Veilleux practiced law for a few years, in copyright and entertainment law. In 1973, she became involved in production and co-founded in 1981 Les Productions Vent d'Est, which she directed until 1987 and produced some fifteen films.

She became Deputy Director General of the French Program of the National Film Board of Canada in 1987; among her responsibilities, overseeing the editing and camera sector and developing training programs for under-represented categories in cinema, including women and indigenous people. She represents the NFB on TV5 Quebec-Canada World for several years. In 1997, she was responsible for the documentary at Canal D and then delegated business relations to SODEC in 1999 before being appointed Director General of Cinema and Television Production of SODEC.

She has produced and co-produced numerous feature-length documentaries, including several award-winning works: La Turlute des années dures by Richard Boutet and Pascal Gélinas (The Resilience of Quebecers during the Depression of the Thirties), The Forgotten War by Richard Boutet the impact of the First World War in Quebec), What remains of us (on the fate of the Tibetans), Jutra Award for Best Documentary, Best Canadian Film at the Grand Prix of the International Human Rights Festival, Global Visionaries on sustainable development), Wapikoni, stopover at Kitcisakik and recently, The Indians, the Eagle and the turkey, on the life and artistic trajectory of five participants of Wapikoni Mobile.

Since 2006, she has been responsible for the funding, partnerships and corporate affairs of Wapikoni Mobile, an Aboriginal organization founded in 2004 by filmmaker Manon Barbeau, the Atikamekw Nation Council and the First Nations Youth Council whose innovative approach „Learning by creating“ of the Wapikoni is internationally recognized. In 2015 Lucille Veilleux was one of 40 people who received a Tribute Award from the Commission on Human and Youth Rights in the 40th year of the Charter of Rights; the jury chaired by internationally renowned jurist Louise Arbor, highlighted her commitment to social justice and the advancement of Aboriginal rights.
